Your CV is not automatically visible to recruiters on LinkedIn simply because you have added it somewhere in your account. Check CV sharing with recruiters
The key setting is called Share resume data with recruiters. LinkedIn places it in Jobs, Preferences, then Resumes and application data. According to LinkedIn, this setting helps share resume data with recruiters, but it doesn’t mean everyone receives your full resume.

Easy Apply, Apply and submitted CV: do not confuse
On LinkedIn, an Easy Apply button and an Apply button do not work the same way. With Easy Apply, you apply directly in LinkedIn and you can attach a CV. With Apply, you may be redirected to the company site, where the process then depends on the external system.
LinkedIn indicates that a CV file for applications must be in PDF or Word format and be less than 2MB. LinkedIn also stores recently used CVs to facilitate subsequent applications, with a limit of four recent CVs.

Open to Work is not your CV
Open to Work is used to indicate that you are open to opportunities, but it is not a resume file. LinkedIn explains that job preferences, locations and job types help your profile appear in recruiter searches.
You can choose broad visibility, visible to all LinkedIn members, or visibility limited to recruiters. LinkedIn specifies, however, that it cannot guarantee complete confidentiality with respect to your current company or related companies. It is therefore a useful adjustment, but not absolute protection.
